Every standard-bill service level Scout agrees to states:
- Where the clock starts
- Which bill types and classes are included
- The expected return point
- How missing documentation is treated
- The documented exception path
- How the service level is measured and reported
Complex and high-dollar bills
A separate level for harder work.
Complex and high-dollar bills carry their own service level, defined before work begins and tracked from clean receipt.
Complex bills carry the same six elements, with the definition of “complex” agreed in writing so nothing is reclassified after the fact.
Clean receipt
The clock starts when the bill is complete.
A service level measured from an incomplete bill measures nothing. Clean receipt is a defined standard, and the due date becomes visible the moment it is met.
Bill received
Logged with its claim, payer, and provider.
Required data present
Fields, codes, and identifiers checked against the intake standard.
Supporting material complete
Itemization, records, or authority attached where the bill type requires them.
Clock begins
The due date is set and visible from this point.
