The billing provider is matched to a Scout agreement, or is not.

Status, effective dates, and the services covered are confirmed.
Comparison
The preferred rate is tested against the other applicable pricing paths for the line.
Application
The valid, advantageous pathway is applied and the agreement reference is retained.

Publish coverage only when verified
No provider counts, states, or discount depth until each is confirmed.

Retain the agreement reference
The governing agreement stays with the review that used it.

Where the network does not apply, the line is priced by the standard that governs it. Nothing is discounted for the sake of a discount.
